I followed Ian's approach and got an error about not being able to find org-noter.

I used =M-x package-install= to install org-pdftools and org-noter-pdftools.

I couldn't find org-noter in the package-install, though it claims to be installable.

• I had to install it by adding it to the packages.el file.
• After doing =M-x package-install=, I had to run the =M-x pdf-tools-install= - Ian mentions this but I didn't see this.
